■ 유엔총회에 선 대한민국, 평화공존의 청사진을 세계 앞에 두었습니다
이재명 대통령이 22일(현지시간) 제81차 유엔총회 기조연설에서 "35년 전, 남과 북은 바로 이곳에서 함께 유엔 회원국이 되었다"고 말했습니다. 대통령은 그날이 분단 이후 이어진 경쟁과 대결에서 벗어나 평화공존의 기틀을 마련한 결정적 계기였다고 평가했습니다.
대통령은 그 자리에서 한반도 평화공존의 세 가지 청사진을 선언했습니다. 서로를 존중하는 포용적 평화공존, 싸울 필요가 없는 안정적 평화공존, 세계 평화에 기여하는 책임 있는 평화공존입니다.
가장 핵심적인 과제로는 오래된 전쟁의 종식과 평화체제 구축을 들었습니다. 북미대화가 조속히 재개되어 당사자 간 대화로 발전할 발판을 마련하겠다고 밝혔고, 그 과정에서 북측의 핵·미사일 고도화를 우선 중단시키고 중기적으로 축소해 장기적으로 핵 없는 한반도로 나아가겠다는 단계적 해법을 제시했습니다.
한국이 세계에 내놓을 몫도 분명히 했습니다. 'K-이니셔티브'라는 이름으로 글로벌 AI 기본사회, 녹색 대전환, 에너지 공급망 연대라는 세 가지 비전을 제시했습니다. 역량과 의지를 갖춘 나라들이 먼저 손잡는 '건설적 기여국 연대'도 제안했습니다. 국제 해협의 자유롭고 안전한 통항은 국제법이 보장하는 권리라는 점도 분명히 했습니다.
35년 전 이 나라는 유엔의 문을 열고 들어갔습니다. 오늘 그 자리에서 평화의 설계도를 내놓았습니다. 더불어민주당은 이 청사진이 국제사회의 지지로 이어지도록 의회 외교로 힘을 싣겠습니다.
■ Korea at the UN General Assembly: Presenting a Blueprint for Peaceful Coexistence to the World
Addressing the 81st UN General Assembly on September 22, President Lee Jae Myung said that "thirty-five years ago, South and North became members of the United Nations together, in this very place." He described that day as a decisive moment that laid the groundwork for peaceful coexistence, breaking away from the rivalry and confrontation that had continued since the division of the peninsula.
From that podium, the President declared three blueprints for peaceful coexistence on the Korean Peninsula: an inclusive peaceful coexistence built on mutual respect, a stable peaceful coexistence in which there is no need to fight, and a responsible peaceful coexistence that contributes to peace in the wider world.
He named the central task as ending the long war and building a peace regime. Korea, he said, would lay the groundwork for the swift resumption of dialogue between Washington and Pyongyang and for that dialogue to develop into talks among the parties concerned. In that process, he set out a phased approach: first halting the advancement of the North's nuclear and missile capabilities, reducing them over the medium term, and moving over the long term toward a Korean Peninsula without nuclear weapons.
He was equally clear about what Korea will offer the world. Under the banner of the "K-Initiative," he presented three visions: a global AI basic society, a green transformation, and solidarity for global energy supply chains. He also proposed a "coalition of constructive contributors" — countries with the capacity and the will to act, joining hands first. Free and safe passage through international straits, he affirmed, is a right guaranteed by international law.
Thirty-five years ago, this country walked through the door of the United Nations. Today, from that same place, it laid out a blueprint for peace. The Democratic Party of Korea will put the weight of parliamentary diplomacy behind it, so that this blueprint can garner the support of the international community.
